Linking Capacity to Investments

Investing requires more than just a budget. By linking capacity and investments, you can get a realistic picture of what is achievable.

The Challenge

Realistic planning starts with insight. Many organizations plan their investments from a financial perspective but overlook the capacity needed to execute those plans. When there are too few people or resources available, delays occur or projects are pushed back—with financial and operational consequences.

By systematically factoring capacity into the decision-making process, projects can be prioritized more effectively: not just based on desirability, but on feasibility. This makes planning less political and more data-driven.

Moreover, capacity has a direct impact on financial predictability. After all, the availability of personnel and resources determines the lead time, scope, and costs of projects. By linking this to investment planning, forecasts become more reliable, and control is established over the entire chain from planning to implementation.

Executives also benefit from this transparency. They can immediately see what is realistic within the available resources and can better substantiate their decisions—something that is essential for governance and accountability, especially in organizations with public responsibility, such as water boards.

Our Approach

We expanded the existing investment planning horizon from 10 to 30 years and linked it to capacity planning. This made it clear how many people are needed, how many hours per week, and under what rate structure.

The solution is implemented in Financial Planning & Analysis (FP&A) software, integrated with the organization’s existing ERP environment. This brings investment data and capacity data together in a single integrated environment.

The Result

The organization now has complete insight into the relationship between resources, people, and budget. Projects can be planned more effectively, priorities are clear, and financial forecasts are supported by capacity data.

The result: control over execution and confidence in the future—because investment plans are no longer just sound on paper but are also feasible in practice.
