Multi-Year Budget with Forecasting Capabilities

A multi-year budget is more than just a financial overview. By linking policy, the budget, and forecasts, it creates a powerful management tool for a changing environment.

The Challenge

Organizations—from water authorities to business service providers—face external factors that are becoming increasingly difficult to predict. Climate change, nitrogen policies, rising energy costs, and changing legislation have a direct impact on the budget. Forecasts must therefore be flexible and able to accommodate various scenarios.

Preparing and monitoring a multi-year budget is also challenging when budgets aren’t seamlessly integrated with daily P2P processes and the ERP environment. Financial and operational data are often scattered across departments and systems, resulting in a lack of real-time insight into commitments and expenditures. Expenditures are sometimes recorded only after the fact, meaning that budgets still appear to have room on paper even though funds have actually already been committed.

Without integrated data and automated controls, it is difficult to identify overspends in a timely manner or to run through various scenarios. As a result, the multi-year budget loses its predictive power, and budget monitoring becomes a reactive process rather than a strategic management tool.

The strength of forecasts also depends on reliable data and validated models. Many organizations are still in the midst of transitioning to data-driven operations, which means that data quality and consistency require extra attention.

Transparency is just as important. Executives and financial leaders want scenarios that are understandable and decisions that can be justified within governance frameworks. This requires models that are not only smart but also explainable.

Finally, technology plays a key role. FP&A tools offer new possibilities for linking forecasts and plans, but their implementation requires process adjustments, adoption, and a certain degree of digital maturity. Not every organization is ready for this at the same pace.

Our Approach

We developed a budget that looks five years ahead and provides insight into both future financial flexibility and the current budget. By intelligently integrating forecasts, the budget became a dynamic management tool that makes scenarios immediately visible.

The solution is implemented in Financial Planning & Analysis (FP&A) software, integrated with the organization’s ERP systems. This creates a single, cohesive framework in which policy, resources, and financial plans reinforce one another.

The Result

The organization can now translate strategic goals into realistic financial plans, supported by up-to-date forecasts. External influences and investments can be factored in more quickly, enabling executives to make decisions with confidence.

In this way, the multi-year budget transforms from a mandatory document into a living tool—one that adapts to reality and guides decisions for the future.
